Quezon City Jail-Male Dormitory - On October 2, 2026, the Humanitarian Legal Aid Foundation (HLAF) concluded the 2nd Batch of the Panunuluyan Program with a graduation ceremony for participating persons deprived of liberty (PDL) and their loved ones.

Addressing social stigma and fractured family ties, Panunuluyan under the FRED (Faith, Recovery, Empowerment, and Dignity) Program provides pre-release values formation for PDLs and their relatives. Anchored on Pagbabago (Transformation), Pagbangon (Resilience), and Paghilom (Healing), this BJMP-aligned initiative fosters emotional healing and moral renewal to ensure returning citizens re-enter society equipped with family support and renewed purpose.

City Jail Warden JSUPT MARIA LOURDES PACION graced the event to deliver an inspirational message, emphasizing the importance of family and urging them to stay vigilant once released. In a mutual gesture of gratitude, JSUPT PACION and HLAF presented each other with Certificates of Appreciation, honoring the continued partnership between QCJ-MD and the foundation.
