POLICIES AND MEMORANDUMS
BJMP policies and memorandums are official documents that guide the Bureau of Jail Management and Penology (BJMP) in its mandate to provide safe and humane custody of persons deprived of liberty (PDLs) and ensure public safety. These documents cover a wide range of topics, including personnel conduct, operational procedures, and the management of jail facilities, with examples including their No Gift Policy and the Standard Operating Procedure (SOP) for PDL Disciplinary Actions.



The Anti-Red Tape Authority (ARTA) is guided by the principles of transparency, respect and proactive protection of personal information of our employees, co-workers in government, service providers, clients and other stakeholders in accordance with the requirements of RA 10173 or Data Privacy Act of 2012 and its Implementing Rules and Regulations including the Circulars and Advisories issued by the National Privacy Commission (NPC).

The phrase "no to fixer policy" refers to the government's strict campaign against "fixers," individuals who illegally and unethically expedite government transactions for a fee. This policy is enforced through laws like the Anti-Red Tape Act (Republic Act No. 11032), which penalizes both fixers and those who collude with them with imprisonment, fines, and other penalties. Government agencies are directed to implement and publicize this policy, and citizens are encouraged to report any illegal activities involving fixers.
A BJMP (Bureau of Jail Management and Penology) Citizen's Charter is a public document that outlines the standards, processes, and requirements for services, ensuring transparency, accountability, and efficiency in its operations. It includes information on how to access services like e-dalaw (virtual visits) and visitor registration, as well as requirements for prospective personnel. The charter serves as a pledge to clients and the public that the BJMP will deliver services in a standard, quality, and timely manner.

Gender and Development
A GAD (Gender and Development) policy is a set of rules and strategies, particularly in the Philippines, that promotes gender equality by directing government agencies to allocate a minimum of 5% of their annual budgets to gender programs and projects. It is based on the principle that women are active agents of development and aims to mainstream gender perspectives into all levels of planning, implementation, and monitoring of government policies and programs to ensure both men and women benefit equally.
